Higher Education Programs*

 

More than $1.47 billion has been appropriated to Higher Education Programs by the Legislature to include the following:

· $1.12 BILLION – Scholarships at 2-year and 4-year colleges and technical institutions.
· $95.7 million – Technology at public 2-year and 4-year colleges and technical institutions.
· $180 million – Endowed Chairs Program - Creating Research Centers for Economic Excellence at the state's three research universities:
         o Clemson University
         o Medical University of South Carolina
         o University of South Carolina
· $69.7 million - Other Higher Education Programs that include:
          o $26.7 million – Higher Education Excellence Enhancement Program: Appropriations to 4-  year institutions where 60% or more of the enrolled undergraduates receive Pell Grants. Of the funds appropriated for this program, one-half must be allocated equally among the eligible institutions. The remainder of the appropriated funds shall be awarded to eligible institutions based upon merit, through criteria developed by the Commission on Higher Education. The general purpose of the program is to enhance higher educational opportunities at the eligible institutions through enhanced facilities and improved academic instruction.
          o $21.5 million – S.C. State University
          o $21.5 million – Other Higher Education Programs

 

Other Community Education Appropriations*

$38.6 million has been appropriated by the Legislature to enhance community education in the Palmetto State through:

· $19.9 million – Education Television Network (ETV). Primarily to upgrade to digital technology.
· $14.7 million – County Libraries. The formulas which dictate the amount of funding each county receives are set by the Legislature.
· $2.5 million – S.C. Department of Alcohol and Other Drug Abuse Services (DAODAS) for gambling treatment services.
· $1 million – S.C. Alliance Boys and Girls Clubs, Inc.
· $500,000 – Arts Partnership of Greater Spartanburg.

 

K-12 Program Appropriations*

Programs targeting grades K-12 have received more than $501 million in appropriations.

· $307.6 million – Directed towards primary education (grades K-5) enhancement programs in the subjects of reading, math, science and social studies.

· $103.6 million – Appropriated to programs that support the Education Accountability Act (EAA) to raise the standards in all classrooms. The EAA establishes an accountability system for public education that is used to provide specific resources to improve student performance and teacher and staff development and assistance. · $61.6 million – Appropriated to purchase more than 400 school buses, provide maintenance and fuel.
· $28.1 million - Directed towards other K-12 educational programs, including grades 6-8 enhancement programs.
